2026 Marine Pollution Fines Tariff

The Communiqué on Administrative Fines to be Imposed pursuant to Article 20 of the Environmental Law No. 2872 (Communiqué No. 2026/1), prepared by the Ministry of Environment, Urbanisation and Climate Change, was published in the Official Gazette dated 30 December 2025 and numbered 33123, and has entered into force.

The administrative fines prescribed under Article 20 of the Environmental Law No. 2872 have been increased in line with the revaluation rate of 25.49% announced by the Ministry of Treasury and Finance for the year 2025. The applicable revaluation rate was published through the Tax Procedure Law General Communiqué in the Official Gazette dated 27 November 2025 and numbered 33090.

Accordingly, administrative fines applicable to ship-sourced marine pollution will be imposed in accordance with the updated tariff for the period between 01 January 2026 and 31 December 2026. Under the current framework, fines are classified according to the type of pollution and are calculated on a graduated basis by reference to the vessel’s gross tonnage.
